• Independent budget validation and cost benchmarking

• Close coordination with Quantity Surveyors (internal or external)

• Cost reporting integrated into governance reporting for improved transparency

• Leadership of value management based on up-to-date market knowledge and experience

Procurement & Construction Management

• Preparation of procurement strategy, tender documentation, and participation on tender evaluations

• Early engagement with contractors and market early, to de-risk pricing and resource availability

• Construction phase services including project team leadership, contract management, site representation and programme monitoring

Reporting & Governance

• Structured governance dashboards and milestone reporting

• Stage Gate review documentation aligned to client investment decisions

• Monthly progress reporting covering scope, programme, risk, budget, and health & safety

Quality Assurance

Integrated quality control through documentation reviews, contractor monitoring, and alignment with contract requirements

• Reviews of contractor QA documentation and procedures

• Ensuring compliance with specification and consent conditions

• Site inspections and QA checklists aligned to progress claims and milestones

Stakeholder & Community Engagement

• Close co-operation with client comms teams to support community engagement

• Facilitation of internal and external stakeholder workshops to align needs and expectations

• Preparation of stakeholder-specific communication plans where needed

Decanting & Relocation Coordination

• Development of staging plans and relocation schedules

• Coordination with facilities teams to manage service disruptions

• Stakeholder communication to manage expectations during decant phases

Commissioning & Handover

• Facilitation of commissioning workshops and system performance validation

• Review, compilation and handover of O&M manuals, warranties, and as-built documentation

• Ensuring all statutory sign-offs and compliance certificates are in place before handover

Defect Management

• Management of consultant defects inspections

• Coordination of defects registers and walk-throughs with client and contractor

• Tracking and resolution of issues through to final sign-off

• Support during Defects Notification Period (DNP) to manage contractor obligations

• Coordination of inspections and verification of Final Completion at the end of the DNP

Client Representation

• Lead role for consultant coordination and meetings

• Effective communication of client objectives across all delivery partners to provide clarity of brief, scope, and design expectations

Contract Administration

Day-to-day contract management in accordance with NZS 3910 (and other forms of contract).

• Review and issue of Contract Instructions (CIs), Notices to Contractor, and Extension of Time assessments

• Monitoring progress vs contract milestones

• Support and issue of accurate payment schedules and over-sight of progress claims

Engineer to Contract / Independent Certifier (EtC / IC)

Act as Engineer to Contract / Independent Certifier , providing independent contract over-sight under NZS 3910 contract requirements

• Provision of qualified and experienced personnel performing the EtC / IC role with integrity and appropriate independence

• Administration of formal notices, variations, EOTs, and final accounts

• Clear understanding of the requirements for separation between independent Engineer and Principal’s representative duties where required (NZS 3910:2013)
